गत मार्च ५ तारिखका दिन शेर्पा संघ इजरायलले "२१३८ च्याक मो च्योद लो " ल्होसार कार्यक्रम सम्पन्न गरयो।कार्यक्रमको सुरुवातमा शेर्पा संघ इजरायलको अध्यक्ष आङ्ग छिरिंग शेर्पाले शुभकामना मन्त्यब्य ब्यक्त गर्नु भएको थियो। उक्त कार्यक्रम नर्बु छिरिंग शेर्पा र सुश्री ल्हेमी शेर्पाले संचालन गर्नु भएको थियो । उक्त कार्यक्रममा अथितिहरु :-लुम्बि...नी समाज इजरायलका चिरन्जीवी पाण्डे, ह्योल्मो समाज इजरायलका लामा गोपाल ह्योल्मो, तामांग समाज इजरायलका सुन्दर लामा, NRN इजरायलका जिबन खड्का, तमु समाज इजरायलका बेल गुरुङ, मिलाप मिनिस्ट्रीका दौलत राई, श्री सत्य साइ केन्द्र इजरायलकी नेहा गुरुङ त्यसैगरी समाजसेवी :- श्री कृष्णा अधिकारी, नर्बु शेर्पा, सुमन श्रेष्ठ, सानु श्रेष्ठ, पेम्बा शेर्पा, दिनेश दुलाल, दाली शेर्पा, माया लामा शेर्पा, मणि कड़ेलका साथै डि जे बिपिन तामांग, क्यामरामेन सुरज श्रेष्ठ र भिडियोग्राफर रुपा घिमिरेलाई आसन ग्रहण गराएको थियो सोहि कार्यक्रममा ह्योल्मो समाज इजरायलका ग्यामी ज्यावा ह्योल्मोलाई विशेष धन्याबाद दिनु भएको थियो । करिब बेलुकी ८ बजे बाट संचालन भएको कार्यक्रममा गीत,नृत्य र विशेष सेप्रु नृत्यले दर्शकहरुलाई मन्त्रमुग्न पारेको थियो। गीत गाउने क्रममा शेर्पा संघ इजरायलका सह-सचिब छिरिंग लामा शेर्पा, गायक देव कुमार चौधरी र मेरोसंदेश डट कमका ओम प्रसाई साथै नृत्य तर्फ छोटी शेर्पा र संगीता लामाले आ-आफ्नो कलालाई प्रस्तुत गर्नु भएको थियो। सोहि कार्यक्रममा कलाकार विजय बिस्ट र गायक देव कुमार चौधरीलाई सम्मान पनि गरिएको थियो। लगभग ३०० जना उपस्थिति रहेको कार्यक्रममा विभिन्न परिकारका स्वादिस्ट खानपिनहरुको पनि ब्यबस्था गरिएको थियो ।करिब बिहान ६ बजे सम्म संचालान भएको कार्यक्रममा शेर्पा संघ इजरायलका पासांग शेर्पाले कार्यक्रमको बिसर्जन गर्नु भएको थियो। उक्त ल्होसार कार्यक्रममा विभिन्न व्यक्तिहरुबाट करिब ७ हजार सेकेल आर्थिक सहयोग संकलन भएको शेर्पा संघ इजरायलले बताउनु बताउनु भएको छ ।

कार्यक्रममा नेपाली राजदूतवास इजरायलका नव नियुक्त मिनिष्टरल काउन्सिलर तथा उपियोग प्रमुख रमेश प्रसाद खनालको प्रमुख आतिथ्य रहेको थियो भने कार्यक्रमको सुरुवात प्रमुख अतिथीको शुभकामना मन्तव्य सँगै गरिएको थियो ।

चर्चित गायक(मङगोलीयन हर्ट) राजु लामा र हाँस्य टेलिश्रृङ्खला जिरे खुर्सानीका लेखक/निर्देशक जितु नेपाल (मुन्द्रे)द्वारा आफ्नो कला प्रस्तुत्त गरिएको थियो भने इजरायलमा रहेका कलाकारहरु द्वारा आफ्नो गायन तथा नाच प्रस्तुत्त गरेका थिए।

उक्त कार्यक्रममा गायक राजु लामाद्वारा आफ्ना चर्चित गित तथा भर्खरै बजारमा आएका नयाँ गितहरु पनि प्रस्तूत गरिएको थियो भने हाँस्य कलाकार जितु नेपाल (मुन्द्रे)ले पनि आफ्नो प्रस्तुती प्रस्तुती बाट दर्शकहरुलाई हसाउन सफल भएका थिए। उक्त कार्यक्रममा नेपालमा रहेका अपाङ्ग बालबालिकाहरुको भिडियो समेत प्रस्तुत्त गरिएको थियो ।

नेपाली कामदार सहयोगी मञ्च इजरायलको आयोजनामा १३ अगस्त २०१० शुक्रवार इजरायल स्थित तेल अभिव को हाहगना(बेतवारवार) हलमा नेपाली नृत्य प्रतियोगिता २०१० सम्पन्न भएको छ ।नेपाली कला र संस्कृतिलाई सम्मान गर्दै इजरायलमा कार्यरत नेपाली समुदायहरुबीचमा लुकेको प्रतिभालाई प्रस्फुटन गराउने उद्देश्यले आयोजना गरिएको उक्त नृत्य प्रतियोगितामा वाह्र प्रतियोगीहरु. क्रमश:- पेम्लु शेर्पा ,हेमराज उप्रेती,मधु गुरुङ, रती महरजन,स्वस्तिका श्रेष्ठ,रेनु तमाङ, हिस्सी डोमा शेर्पा ,कविता छेत्री,योङ्जोम लामा,ज्ञान कुमारी खडगी,प्रमिला थापा,प्रमिला गुरुङ,रहेका थिए ।

थान प्रसाद शर्माको प्रमुख आतिथ्यता तथा नेपाली कामदार सहयोगी मञ्च इजरायलकी अध्यक्ष श्रीमति ऋतु गिरीको सभापतित्व रहेको उक्त कार्यक्रममा आफ्नै गीत छनौट चरण, निर्णायले दिएको गीतमा नृत्य प्रस्तुत गर्नुपर्ने चरण र अन्तिम चरण गरी तीन वटा चरणमा कार्यक्रम संचालन गरिएको थियो जसको पहिलो चरणमा प्रतियोगीले आफैले छनौट गरेको गीतमा नृत्य प्रस्तुत गरेका थिए भने दोश्रो चरणमा निर्णाँयक मण्डलले दिएको गीतमा दुई दुई मिनेट मात्र नृत्य प्रस्तुत गर्नुपर्ने थियो त्यस्तै दोश्रो चरण अन्तर्गत पहिलो राउन्डमा १२ जना प्रतियोगीहरु मध्ये ४ जना प्रतियोगिताबाट वाहिरिएका थिए । त्यस्तै निर्णायकले गीत छनौट गरी आफ्नो नृत्य प्रस्तुत गर्ने दोश्रो चरणको दोश्रो राउन्डमा बाँकी ८ प्रतियोगीहरुले पुन: दुई दुई मिनेटसम्म नृत्य प्रस्तुत गरेका थिए । त्यस्तै दोश्रो राउन्डबाट ८ प्रतियोगीहरु मध्येबाट अन्तिम चरण फाइनलकोलागि उत्कृष्ट ४ प्रतियोगीहरुलाई छनौट गरिएको थियो भने अन्तिम चरणमा निर्णायक मण्डलले दिएको गीतको पूर्ण अंश नृत्य प्रस्तुत गर्नुपर्ने थियो । जसबाट आफू भित्र गुम्सिएर रहेको प्रतिभालाई प्रस्फुटन गराउदै भिमेश्वर नगरपालिका - १२ चरिकोट, दोलखा निवासी पेम्लु शेर्पाले पहिलोस्थान चुम्न सफल भएकी थिइन । त्यस्तै झापा निवासी हेमराज उप्रेतीले दोश्रो स्थान हासिल गरेका थिए । पोखरा निवासी मधु गुरुङले तृतिय स्थान हाँसिल गरेकी छिन्

कार्यक्रमकी सभापति प्रिया शर्माद्वारा दिप प्रज्वलन गरी शुरुवात गरिएको उक्त कार्यक्रमको सुरुवातमा इजरायलमा रहेका सामाजिक संघ-संस्थाका प्रतिनिधीहरु, नेपाली कामदारहरुको सहयोगको लागि स्थापना भएका इजरायलीहरुलाई संचालित सामाजिक संघसंस्थाका प्रतिनिधीहरु,इजरायलबाट संचालित एक मात्र अनलाइन न्यूज मिडिया नेपाल इजरायल डट नेटका प्रतिनिधि लगायतका व्यक्तित्वहरुलाई आशन ग्रहण गराइएको थियो ।

कार्यक्रममा मेरो सन्देस डट कमकी कार्यालय व्यवस्थापक रुपा घिमिरेले स्वागत मन्तव्य दिनुभएको थियो भने कामदारहरुको हत हितको निम्ति स्थापना गरिएको क्वाख्ले ओभदिमकी रोनी नामक इजरायली महिलाले नेपाली भाषामै मन्तव्य दिएकी थिइन । मन्तव्यमा क्वाख्ले ओभदिम नेपाली कामदारहरुको आफ्नै संस्था भएकोले यसलाई आफ्नै संस्थाको रुपमा ग्रहण गरी सहयोग गरिदिनुहुन सम्पूर्ण इजरायलमा कार्यरत कामदारहरुलाई अनुरोध गरेकी थिइन । त्यस्तै आफ्नो मन्तव्य दिंदै ३० वटा मुलुकको भ्रमण पुरा गरी ३१ औ देशको भ्रमण गर्ने क्रममा इजरायल आइपुगेका विश्व साइकल यात्री धनेश्वर क्षेत्रीले भ्रमणको क्रममा भोगेका अनुभवहरु सुनाएका थिए ।

मेरो सन्देश डट कमका कार्यक्रम निर्देशक दिनेश प्रसाईद्वारा उद्घोषण गरिएको विभिन्न नेपाली सांस्कृतिक नृत्यहरुको प्रस्तुती रहेको उक्त कार्यक्रममा वाद्यवादक कमल पोखरेलले सारङ्गी र बाँसुरी बजाएर दर्शकहरुलाई मन्त्र मुग्ध पारेका थिए भने इजरायलको विभिन्न समसामयिक विषयलाई लिएर हाँस्य व्यङ्ग्य नाटकपनि प्रस्तुत गरिएको थियो । त्यस्तै कार्यक्रममा प्रस्तुत गरिएको समसामायिक विषयमा आधारित कलाकारहरु यसोदा घिमिरे, दिनेश प्रसाई, कृष्ण थापा, ओम प्रसाई, रुपा घिमिरे, श्याम रोका र रितु गिरीद्वारा प्रस्तुत नाटक कार्यक्रमको केन्द्र विन्दु रहेको थियो भने पेमा लामा, रेणु लामा, नोर्की लामा र थेन्दु लामाद्वारा रिमिक्स गितमा गरिएको डान्सले दर्शकहरुलाई खुवै नचाएको थियो र कार्यक्रम प्रस्तोता दिनेश प्रसाईको कुशल उद्घोषणले दर्शकहरुलाई कार्यक्रमको अन्त्यसम्म मनोरन्जन प्रदान गरेको अनुभव गर्न सकिन्थ्यो ।

कार्यक्रममा रोजगारीको शिलशिलामा इजरायलमा कार्यरत क्यान्सर पिडित ल्हाक्पा शेर्पाको सहयोगार्थ दर्शक तथा विभिन्न संघसंस्थाहरुबाट संकलित २४७५ अमेरिकी डलर क्यान्सर पिडित ल्हाक्पा शेर्पालाई तथा विश्व भ्रमणमा रहेका साइकिल यात्री धनेश्वर क्षेत्रीको सहयोगार्थ दर्शकहरुबाट संकलित १००० शेकेल (इजरायली करेन्सी) साइकिल यात्री क्षेत्रीलाई कार्यक्रम आयोजक मेरो सन्देश डट कमले हस्तान्तरण गरेको थियो ।

शनिवर साँझ ८ बजेबाट शुरु भएको कार्यक्रम रातको साढे एघारबजे सम्म चलेको थियो ।

Nepal, Israel sign agreement on cooperation in agriculture

Nepal and Israel signed an agreement with an aim to contribute to the achievement of national goals of agricultural development, promote exchange of technical and scientific knowledge for the benefit of the agricultural sectors in both countries.

Minister for Agriculture and Cooperatives of Nepal Mrigendra Kumar Singh Yadav, who visited Israel from 14-18 March, and Minister of Agriculture and Rural Development of Israel Shalom Simhon signed the agreement to this effect.

The visit of minister Yadav also coincided with the celebration of 50th Anniversary of the establishment of diplomatic relations between Nepal and Israel.

As per the pact, the two countries will also exchange data and experience on agricultural policies and their implementation and encourage cooperation between their respective associations, organisations and private sector.

The signing of the framework agreement is expected to pave the way for extension and deepening the collaboration in agriculture sector for the mutual interest of Nepal and Israel.

Israel reopens agriculture sector to Nepalis

Israel has reopened its agriculture sector for Nepali workers after a hiatus of three years.

Israeli firm Ross 2001 Projects Ltd recently placed demand for 40 Nepali male workers through Asia Link Service Ltd, a Nepali recruiting agency, a highly placed source at the Ministry of Foreign Affairs (MoFA) told myrepublica.com on Wednesday.

Israel - a lucrative destination for Nepali women - has stopped issuing visa to Nepali caregivers since last April, citing irregularities such as overcharging by manpower agencies in Nepal and Israel, increasing trend of using flying visa and lack of work skills of Nepali jobseekers.

Israel has proposed Nepal to involve International Organization for Migration (IOM) in the recruitment process as a condition to open Israeli jobs for Nepali workers.

Bishnu Prasad Gautam, second secretary at Nepali Embassy in Tel Aviv, has stated in the letter sent to the MoFA that the manpower agency has submitted the demand letter to the embassy for verification of the authenticity of demands placed by the employer company.

“We made necessary inquiry about the demands placed by the Israeli employer and we have been informed by Israel´s Ministry of Interior Affairs that there is no problem for receiving Nepalis as agricultural workers,” Gautam has stated in the letter.

The embassy has urged the manpower agencies to utilize the employment opportunity in Israel by exercising ethical practices in sending process. The embassy also suggested the government to immediately address the concerns raised by Israel to create favorable environment to reestablish agriculture sector in Israel as the major employment generating sector for Nepali youths.

Hansa Raj Wagle, former general secretary of Nepal Foreign Employment Agencies (NAFEA), said Israel´s offer to reopen its agriculture sector to Nepal was a great opportunity for Nepal. “We have to promote good sending practice to reap maximum benefits from the offer,” Wagle said. He further added that about 1,000 Nepalis were engaged in Israel´s agriculture sector till 2007 when Israel stopped recruiting Nepali workers.

Israel has been sourcing workers mainly from Thailand, the Philippines and Vietnam for its agriculture sector.

Nepali manpower agents said Israel might have shifted its attention to Nepali workers as Thai workers are finding more lucrative jobs in agriculture sector in other developed countries.

Israel is home to around 12,000 Nepalis, mainly female workers, and a majority of them work as caregivers.

Israel still out of bounds for Nepali migrant workers

The fortunes of hundreds of Nepali migrant workers are overshadowed by the snail’s pace progress in reopening an overseas destination. Israel has kept the door closed for Nepali workers since April 24 last year.

Despite promises from Nepali outsourcing agencies, the Ministry of Labour and Transport Management (MoLTM) and diplomatic efforts of the Ministry of Foreign Affairs (MoFA), Israel is reluctant to allow Nepalis in. “Destination Israel is uncertain,” said Sthaneshwor Devakota, executive director of Foreign Employment promotion Board (FEPB). “The ball is in Israel’s court.”

According to Devakota, the Israeli government has broken the promise it made during the visit of Minister for Labour and Transport Management Mohammed Aftab Alam on August 24. “It promised to open Israel for Nepalis within a week,” he said. Israel has asked MoLTM to punish 17 outsourcing agencies of Nepal but the ministry has not obliged.

Outsourcers here believe the Israeli claim is just a sham. “Actually, Israel wants to phase out the involvement of outsourcing agencies and bring in the International Organization of Migration (IOM),” an outsourcer said. Prevailing foreign employment laws of Nepal do not permit IOM to work in this sector.

“IOM cannot work within the existing legal framework,” said Devakota, “However, it can assist in monitoring.”

MoLTM has already sent a draft proposal to Israel promising

formation of a strong monitoring mechanism with involvement

of IOM.

“We are awaiting the response to the draft sent in the beginning of November,” he added. Israel has alleged that Nepali workers are unskilled, that there is discrimination between male and female workers by Nepali outsourcers and that the incoming workers are weak in Hebrew language.

However, DoFE and outsourcing agencies involved in the Israel business have set a standard last June — reduction of service fee to $3,400 and minimum levels of training and knowledge of Hebrew language.

Israel pays for return ticket of illegally deported migrant worker

A migrant worker from Nepal who was deported from Israel earlier this year in contravention of a court order is expected to arrive this morning on a return flight paid for by the state.

This past February, the woman, P., was placed on a flight to Nepal by authorities after the Interior Ministry determined it would not renew her work permit. She was expelled despite the fact that the Tel Aviv District Court had agreed two days earlier to her lawyer's request for an injunction, delaying the government's deportation order.

In addition to the woman's airplane ticket, the state also had to cover the costs involved in locating P., who lives in an isolated village in Nepal. Foreign Ministry officials toiled for days in their efforts to locate her.

P., a 30-year-old divorcee and mother of three children who live in Nepal, hails from a secluded village. Three days of travel are required to reach the village from the nearest large town. Her village is so inaccessible the Foreign Ministry had to transmit a message to the woman via a local radio station.

At the end of 2006, P. came to Israel alone to find work as a home caregiver. A year after her arrival, she contracted tuberculosis and was subsequently hospitalized for five months at Shmuel Harofeh Medical Center in Be'er Ya'akov.

After being released from the hospital, she continued to take medication. By mid-2008, her doctors determined that she had fully recovered from her illness and was fit to resume work.

During the time that she was ill, P.'s work permits expired. After she was cleared to return to work, she repeatedly tried to have her permit renewed, but was denied by Interior Ministry clerks.

P. needed to find work in order to renew her permit and remain in Israel. She also needed to repay a loan she had received from a job placement firm in Nepal. In August 2008, she was hired to look after an elderly man in Jerusalem. Three weeks later, the man passed away.

P. once again found herself without work and deprived of the option to renew her permit. She was soon hired by another family in Jerusalem, and then filed the requisite permit requests with the Interior Ministry.

According to her attorney, Yohana Lerman, P. pleaded with Interior Ministry officials, explaining to them that her illness had prevented her from obtaining a renewal before the original permit expired. She also sought aid from non-governmental organizations, including Kav La'Oved and Physicians for Human Rights, who intervened with the ministry on her behalf. These groups were told that P. was to be deported from the country without delay.

Two days after Lerman obtained a court injunction against the deportation, officers with the Interior Ministry's Oz immigration enforcement unit escorted P. to the airport, where they placed her on a plane back to Nepal.

"The conduct of the immigration authorities and the Oz unit in this case was Kafkaesque and idiotic," Lerman told Haaretz. "If the Interior Ministry would have followed its own procedures, we would have been spared this entire embarrassing saga."

"If someone had given P. an opportunity to call me or to allow her to appeal, I would have stopped the deportation," Lerman continued. "But everyone rushed the matter and were quick to put her on a plane."

बैदेशिक रोजगारमा विशेष गरी महिलाहरुको लागी आर्थिक र सुरक्षाको दृष्ट्रिकोणले आकर्षक र महत्वपूर्ण गन्तव्य स्थलको रुपमा रहेको इजरायलको रोजगारीको अवसर गत वर्ष मे ७ २००७ मा नेपाल सरकारले राजदुतावास स्थापना नगरेको तालिम प्राप्त दक्ष कामदारहरु नपठाएको तथा विविध कारणहरुले गर्दा अकस्मात नेपालबाट कामदार ल्याउन रोक लगाइएको थियो । तर सरकारले तत्काल राजदुताबास स्थापना गरी आवश्यक पहल पूरा गरेकोले जुलाई १५ २००८ बाट पुनः नेपालबाट कामदार ल्याउने काम सुचारु भएको थियो ।

यसै क्रममा इजरायल खुल्ला भएदेखि हालसम्म तालिम प्राप्त नेपाली कामदारहरु २ हजारको हाराहारीमा केयरगिभरको रुपमा इजरायलमा भित्रिने अवसर प्राप्त गरिसकेकाछन् ।

गत डिसेम्बर २ देखि नेपाल स्थीत इजरायली राजदुताबासले आवेदकले पहिला पासपोर्टमा श्रम स्वीकृतिको स्टीकर लगाएपछिमात्र म्यानपावर कम्पनीको तर्फबाट बुझाउन ल्याइने आवेदनलाई मात्र स्वीकार गर्ने निर्णय गरेपछि विवादको शुरुवात भएको हो । करीब १ महिनादेखि लगभग ८ सय भिषा इन्टरनेटमा देखिसकेर पनि उड्न नसकेपछि करीब ३५ करोड भन्दा बढी रकम इजरायल स्थीत म्यानपावर कम्पनीलाई सुम्पिएर साहूको चर्को ब्याज र मानसिक पीडाको साथमा कहिले राजदुताबास त कहिले श्रमको ढोकामा भौंतारिन नेपाली दाजुभाई तथा दिदिबहिनीहरु बाध्य भएका छन् भने यता इजरायलमा इम्प्लोयररोजगारदाताले समयमा नै काम गर्ने मान्छे नआइपुगेकोले बीमा कम्पनीबाट प्राप्त गर्ने सुविधा पनि नपाउने र काम गर्ने मान्छे पनि नभएको कारणले भिषा रद्द गर्न बाध्य हुने अवस्थाको सुरुआत भै सकेको छ । कतिपय इम्प्लोयरको मृत्यु पनि भै सकेको छ र हुनेक्रम पनि बढ्दोछ । यस अवस्थामा भिषा स्वतः रद्द हुने गर्दछ । जसले गर्दा बढी कमिसन पनि पाउने र अन्य देश भन्दा छिटो कम्तिमा २ हप्तामा कामदार झिकाईदिन्छौं भन्दै बैदेशिक रोजगारको व्यवसाय गर्ने म्यानपावर कम्पनीहरु पनि इम्प्लोयरको गाली र टेन्सनले नेपालबाट भन्दा फिलिपिन्स र अन्य देशबाट नै कामदार ल्याउनु उपयुक्त हुन्छ भन्ने निर्णय गर्न बाध्यात्मक अवस्थामा नचाहेर पनि पुग्न थालेका छन् ।

अर्कोतिर व्यक्तिगत र संस्थागत रुपमा काम गरिरहेका नेपाली एजेन्ट तथा व्यवसायीहरुलाई पनि लगानी डुब्ने ठुलो सन्त्रासले दिनानुदिन सताईरहेको छ । यसको साथ साथै आफ्ना दाजुभाई तथा दिदि बहिनीहरु र ईष्टमित्रहरुलाई ल्याउनको लागी वर्षौं लगाएर कमाएको सम्पूर्ण पैसा एजेण्ट तथा म्यानपावर कम्पनीलाई सुम्पेर बस्ने सयौं नेपाली कामदारहरु जीवन र मरणको दोसाँधमा तड्पिएर दिनप्रतिदिन छट्पटिरहेका छन् । यसको कारणले भोलिका दिनमा कतिपयको घरबारबिहीन हुने अवस्था खडा भएको छ । यसको जिम्मेवारी कस्ले लिन्छ ?

तर इजरायल सरकारको तर्फबाट हालसम्म पनि नेपालको लागी भिषा स्थगीत गर्ने कुनै आधिकारीक जानकारी गराएको छैन र अहिलेसम्म पनि निरन्तर भिषा जारी गरिरहेको छ । यसरी पूर्व जानकारीविना अकस्मात सूचना जारी गरी नेपाल स्थीत इजरायली राजदुतावासले भिषा आवेदन स्थगीत गर्नु कत्तिको समय सापेक्ष र सान्दर्भिक छ देशमा शान्ति सुरक्षा अमन चयन र लाखौं बेरोजगार शिक्षित युवाहरुलाई रोजगारको सुअवसर सिर्जना गर्ने दायित्व बोकेको सरकार अहिले के गर्दैछ आफ्नो श्रीसम्पत्ती धितो बन्धक राखी साहूको चर्को व्याजको ऋण थाप्लो भरी बोकेर कमाएर गरी खान्छु भनी विदेशीन तड्पिरहेका पौरखी हात र पाइलाहरुलाई किन रोक्ने दुष्प्रयास गिरंदैछ कहाँ बिलिन छ मानवता र नैतिकता नेपाल सरकार नेपाल स्थीत इजरायली राजदुतावास र श्रमविभागबीच बैदेशिक रोजगार ऐन र नियमलाई कार्यान्वयन गर्ने सबालमा एकआपसमा देखिएको सानो असमझदारीलाई सुल्झाउने विषयमा किन ढिलाई भइरहेको छ यस विषयलाई सम्बन्धित निकायले किन गम्भिरता पूर्वक ध्यान दिई रहेको छैन किन गरीब जनताको श्रम शोसण गर्न खोजिंदैछ ।

नेपाल सरकारको प्रतिनिधित्व गर्दै नेपाली नागरीकहरुको हक र अधिकारलाई सुरक्षित र सम्बर्धद्धन गर्ने कुरामा इजरायलस्थित नेपाली राजदुतावास अहिलेसम्म किन मौन देखिन्छ नेपालीहरुको करोडौं रकमको लगानी जोखिममा भएको अवस्थामा किन आवश्यक पहलहरु अगाडी बढाउन ढिला गरिदैछ स्पष्ट छ समयमा नै सही निर्णय नगर्ने हो भने नेपालले इजरायलको रोजगारी गुमाउनु पर्ने परिस्थिति सिर्जना भएको छ । यस विषयमा जानकारीहरु उपलब्ध गराउने काममा राजदुताबास किनपछि परिरहेको छ यो गम्भिर विषय हो यसको जवाफ देहिता को हुने सानो भुलको कारणले भोलिका दिनमा हजारौं नेपालीको रोजीरोटी खोसिने काम कुनै पनि पक्षबाट नहोस् जसले भोलिको दिनमा पश्चातापले पुन्पुरोमा हात लगाएर बस्न नपरोस् भन्ने चाहना हाम्रो हो सम्पूर्ण नेपालीहरुको हो ।

Non Resident Association Nepal, National Co-Ordination Council, Israel is a going to organize a cultural show "DIPAWALI SAANJH 2065" here in Israel.

With rising number of NRN associations in different countries, organising such praogrammes, are not only promoting Nepali cultures and Identity to the abroad but also helping to raise the funds for our country Nepal, as their slogan says- Nepali for Nepal.

This will be the first cultural programme of the newly elected NRN,NCC Israel.Just before few days ago it had celebrated its NRN day & Dashain together in Israel organising some sport programmes.

The Dipawali Saanjh is sheduled to perform in Beit Barbour Cultural Hall of ha-hagana street 135, Tel Aviv on 31 October 2008.The programme will start from 8:00 evening.

Yeti Airlines Twin Otter crash in Nepal claims 18 lives
A DHC-6 Twin Otter operated by Yeti Airlines has crashed at Lukla, Nepal. The accident destroyed the aircraft, and killed 16 passengers and two crew members. The captain was the only survivor.

According to news release issued by Yeti Airlines, the accident occurred on the morning of October 8, 2008 as the aircraft (registration 9N-AFE) was attempting to land at Tenzing Hillary Airport at Lukla, in eastern Nepal, after a scheduled passenger flight from Kathmandu. Although the cause of the crash is unknown at this time, the carrier's media release said that "the entire Airport region was suddenly covered with fog."

Yeti Airlines has identified the crew members on Yeti Flight 0Y-103 as "Capt. Surendra Kunwar, Co-pilot Bikash Pant and Air Hostess Sunita Shrestha." The captain, who was the only survivor, was rescued and admitted to the Teaching Hospital, Maharajgunj. The airline reports that he is "out of danger."

The names of the passengers who perished on Yeti Flight 0Y-103 has been posted on the airline's website.

Condolences to the families, colleagues and friends of those who were lost in this accident. Best wishes to the Captain for a full and speedy recovery.

Vijaya Dashami celebrated in Nepal

Bijaya Dashami, was celebrated across Nepal, with children eating delicious dishes and receiving tika and blessings from the elders.

Most of the government offices and private insitutions are closed for about a week to mark the national festival. A large number of animals are sacrificed during the Dashain, the greatest Hindu festival, which is being criticised by human rights organisations. The monarchy used to sacrifice animals in various shrines during the Dashain festival in the past, but this is the first time that the festival is being celebrated after the abolition of monarchy.

A large number of people used to visit the palace but this time the ousted king Gyanendra celebrated Dashain in a low-key manner with his family members and close friends.

President Rambaran Yadav issued a statement extending his best wishes on the occasion of Bada Dashain today.

''I pray for the happiness, peace and prosperity of all Nepalese living in Nepal or elsewhere,'' he said.

In his message, the President has said on this great occasion, his heart goes out to the people affected by floods this year.

All Nepalese need to increase goodwill among various ethnic groups and communities to strengthen unity,'' he said, adding, ''We also need to write a new democratic constitution within the time stipulated by the interim constitution. The future of Nepal and Nepalese will be bright only if we can fulfil these tasks.'' Likewise, former prime minister Girija Prasad Koirala, Prime Minister Pushpa Kamal Dahal 'Prachanda' and leaders of various political parties have also extended best wishes on the happy occasion.

Splits behind Gaza medics strike

The factional fighting in the Palestinian Territories may have died down, but a new political battleground has emerged - the hospitals of the Gaza Strip.

At the neonatal intensive care unit at the Nasser Childrens' Hospital in Gaza City, Dr Ahmed Shatat is struggling to save lives. He rushes from incubator to incubator to treat the tiny newborn babies.

The hospital has been facing severe problems for months. An Israeli blockade means there are difficulties in getting medicines and equipment into Gaza.

But two weeks ago, things got much worse for Dr Shatat, when more than half of his colleagues decided to go on strike.

"It's very hard to work during this strike," he says. "Of course, it affects the quality of our service, mortality rates have increased."
"Here, on the first day of the strike, a newborn baby died. He was very ill, but there were so few medical workers, that the constant supervision he needed could not be given."

At the end of the ward, 26-year-old Um Givara cradles her baby, waiting for the use of a ventilator.

"We're all worried about this strike because our sick children need doctors and nurses to look after them," she says. "I can tell, things are not like before."

'Interference'

It is the same picture across wards in hospitals up and down Gaza. Hundreds of doctors are on strike. The reason, they say, is to protest against Hamas' abuse of power, and interference in their profession.
Sitting in his home in an apartment block in Gaza City, in the middle of the day, we find Dr Muhammed. He did not want to give his full name for fear of arrest

"We are committed to this strike," he says. "Since Hamas took control, they have sacked many doctors and replaced decision-makers in hospitals with people who support Hamas. I am ready to go back tomorrow if they reinstate people."

But for a moment, Dr Muhammed looks troubled. "It's not easy for me to strike, there are psychological pressures on me as a doctor, I really don't know what to do."

'Threats'

There is politics at play here.

After fierce fighting last year, Islamist Hamas violently took charge of Gaza.

Since then, its rival, the Fatah party of Palestinian Authority President Mahmoud Abbas, has assumed control of the West Bank leaving two territories, two parties, two Palestinian administrations.

It is the Fatah-dominated Palestinian Authority (PA), based in Ramallah, that receives all of the international donor money to pay doctors' salaries. Hamas says that is being used to make things difficult in Gaza and cause problems for Hamas.

"Fatah is 100% involved in this strike," says Dr Bassim Naim, the Hamas politician responsible for health in Gaza.

"Ramallah is telling our employees that if they don't participate in the strike their salary will be cut. They have already done it to some doctors."

The PA says it supports the strike, but denies it is threatening to cut doctors' salaries if they do not commit to it.

But Dr Shatat, back at the neonatal unit at Nasser Hospital, told us he has already lost his salary because he did not take part in a previous Fatah-backed strike.

"When they told me from Ramallah that I have to go home and leave the patients alone, or they will stop my money, I couldn't understand it, so I stayed," he says.

Tired from having to work double shifts in the hospital now so many of his colleagues are striking, he looks distressed as he surveys his ward full of sick newborns.

"To use these babies for political reasons is very, very bad."

New suffering

The strike is being driven by the pro-Fatah Medical Workers Union.

Its director, Osama Najjar, in Ramallah, says scores of striking doctors in Gaza have been called in for interrogations, and had their private clinics closed down as punishment.

But he is adamant the strike will continue until Hamas backs down.

In fact, he is calling for much more pressure to be applied to Hamas in Gaza. Even asking that Mr Abbas hold on to the aid money he receives to pay for Gaza's electricity.

"It is like we are giving Hamas a furnished apartment in Gaza and paying for it, while Hamas humiliates our people. We should think hard about paying these bills for them, let Hamas be responsible."

These days, people may not be getting killed in the cross-fire of Fatah-Hamas gunfights on the streets of Gaza, as they used to, but the political wrangles are still hurting them.

Livni concerned for peace talks

Time is running out for a peace deal between Israel and the Palestinians, Israel's Prime Minister designate Tzipi Livni has warned.

In her first foreign policy speech since winning the leadership of the governing party, she said extremists were gaining ground as talks faltered.

But she stressed her commitment to the US-backed talks that began last year.

Ms Livni was asked to form a coalition after Prime Minister Ehud Olmert quit last month amid corruption allegations.

She replaced Mr Olmert as leader of Kadima, the largest party in the Israeli Knesset, and has until 3 November to build a coalition.

'Complex reality'

She told a foreign policy forum that the peace negotiations between Israel and the Palestinians, begun in Annapolis last November, would continue because "doing nothing has its own price".

"Israel wishes to arrive at peace with all of her neighbours - the Palestinians, Syria, Lebanon and the Arab nations," she said.

But Ms Livni, who has been serving as foreign minister in Mr Olmert's government, said time was "not working in the favour" of Israel and regional moderates.

"Israel is dreaming of peace, but its feet are firmly rooted in a complex reality," she said.

Ms Livni suggested the goal was a full peace treaty, endorsing the Palestinian view of the negotiations as an all-or-nothing affair, with no partial agreements on some issues but not others.

Mr Olmert favoured agreement on a declaration of principles or a status report on areas of agreement.

Also unlike Mr Olmert, Ms Livni did not spell out the shape of an accord as she saw it.

In a newspaper interview last week, Mr Olmert said peace would mean Israel giving up control of the West Bank or equivalent territory as well as much of the Arab section of Jerusalem.

Fail only to succeed!

It there anyone who has not tasted defeat? All success stories are beset with failures before Ultimate success. It is nature for people to lose heart when face with failures. When we encounter failures they dampen our determination and leave indelible scare in our life. But failure does not emotionally disturb some. Beside their success towers over all the failures so we are led to believe that successful people never fail in any of their attempts. Let us not be under the impression that successful people have had a smooth course in life the fact is that people succeed only after making mistakes learning from them and by avoiding recurrence of the same mistakes. It is important that one should learn from failures and try to overcome one's shortcoming,

When we watch a tree with its sprawling branches and massive trunk. We are taken in by its grandeur and majesty but don't see the hidden roots that have struck deep into soil and that root are responsible for nourishment and strength of the tree. We notice the fruits of success of at person and not the struggle behind it we often mistake success as fortune and failure as effort while failure is a product of sluggishness miscalculations and sometimes unforeseen accidents. Success cannot be attributed to mere luck or fortune and it is a logical way of explaining the reward of labour.

Every failure can be a stepping stone to success provided we understand the cause of failure and overcome it. Failures are lessons in life. Life is a series of trials and errors and It is impossible for anyone to avoid errors and wish away trials. Show me a person whose life has been a complete failure in spite of honest effort? Show the right direction to proceed. If we are shy of fare failures we never hope to experiences success.

Lazy people neither succeed not do they face failure. For them life is stagnant since they don't really live but simply exist. Life is action and absence of action is nothing but living lifelessly. Do not be under any illusion that everything will happen the way you expect it to be sometimes it may happen, sometimes it may not. If things do not happen the way you expect it to you call it failure. Failure is in a sense the highway to success in as much as every discovery of what is false leads us to seek earnestly after what is true and every fresh experience points out some form of error which shall afterwards carefully avoid,

Don't grieve over failure. Make every failure an experience and learn the right lesson from it. When you start grieving over failures you miss the lesson they teach you. When you allow negative thoughts to crop up from failures you miss positive advantages inherent in it. Every failure has a cause and instead of rumination over failure analyses the cause. There in lies the lesson. The lesson you learn is positive advantage. Failure need not frighten you. A positive approach to failures will work as a springboard for you to leap towards success.
Success is the result of effort. All attempts may not result in success. Some efforts may fail but that should not deter us from making more efforts some people fearing their efforts may fail and avoid making attempts. Ceaseless effort, despite failures is perseverance. Men who persevere all through life alone become successful. Such people never give up in the face of odds and difficulties. They believe in hard work and have enough self confidence.
What is needed is we need to develop skills by constant practice and innovation and put them to more advantageous use people who fail to identify opportunities never succeed. Man with the power of reasoning should make the right choice develop necessary skill, work diligently and succeed in his undertakings. Conditions of life may not always be to our liking, it is for us to change the conditions to suit our needs and that is possible only when we develop appropriate skills. Efficiency in any work is a matter of diligent practice and willpower. Only then nothing is impossible to achieve. For that we need a positive approach to life.

What is important is that w should learn the right lesson from our failures. Anyone who has the inclination to learn from his failure can be sure of making a success story of his life. Success in life is a matter not so much of talent or opportunity as of concentration and perseverance,
Believe in your own resources and abilities a strong idea accompanied by strong thoughts and suitable action is capable of great achievements.
Failure is yet another opportunity to start afresh again making every failure an experience and learn the right lesson from it, and think positive every dark cloud has a silver lining

Two Israelis and a Palestinian - conquering Everest together

A man stands on the top of the world, holding two flags, sewn together as one. There on Mount Everest, the ridge that straddles heaven and earth, the Israeli and Palestinian flags flutter together in the sharp, merciless wind.

This is the prevailing image in "Everest: A Climb for Peace," a documentary written and directed by Lance Trumbull, the American founder of Everest Peace Project, and recently released on DVD.

The organization aims to "inspire and to show that people from diverse cultural backgrounds and faiths can unite together as friends and accomplish incredible things."

The documentary follows nine climbers, including two Israelis and a Palestinian, during their 2006 bid to conquer the highest mountain on Earth.

For Trumbull, making the movie has shown him that "you never know what life has in store for you and that through patience, persistence, and passion any dream can become a reality."

Originally a used and rare online book dealer, Trumbull had to go through his own personal hell before he embarked on the mission of bringing together the peace climb documented in the movie.

"My wife of five years had left me and I was going through one of the most difficult times in my life. The things that previously held meaning no longer did and so I decided to sell literally everything I possessed, including my business, and I moved to Nepal to travel around the Himalayas to find and live a more meaningful life. Several months into the trip I found myself on a mountain top in Ladakh, India and as I was overlooking this amazing valley I had an epiphany - a vision that I would bring people to Mt. Everest, people from different faiths and cultures. Honestly, I felt like Frodo in The Lord of the Rings in that I was given a mission - and so I made a vow to dedicate my life to making this peace climb happen."

Five years later, the film came out.

"Getting the climbing team together was a long and difficult process," Trumbull recalls. "I created a Web site early on and put a call out to the climbing community to find climbers who not only were capable of climbing Everest, but truly believed in the message of the climb.

"It took several years to get the team for I really wanted to have a diverse group of people of different faiths and cultures so I could truly call it a peace climb. It took over two years just to find our Palestinian climber, Ali Bushnaq, and Israelis Dudu Yifrah and Micha Yaniv also joined the team. We ended up having one of the most diverse Everest expeditions ever put together. When you spend 60 days on an expedition under extreme conditions, things can always go wrong, and when you add the potentially difficult mix of having a Palestinian and Israelis on your team... of course, I was initially concerned. But they all got along really well - and became a strong, unified team."

Perhaps the most intriguing moments of the documentary are extracts from conversations between Ali, and the two Israelis. Sitting in a tent at 5,180 meters (17,000 feet) in the Base Camp, the three of them attempt to untangle the yarn of endless cycles of revenge and hatred.

"If I was Israel," says Ali at one point, "I would give an example [of peace]." "Okay, you are not Israel, you are Palestine. Why don't you give an example?" Micha shoots back.

Trumbull also acknowledges that it was not so easy for the three men to forget their shared history.

"In the movie, the three climbers come together and set aside their differences to forge a path of teamwork and cooperation to attempt to summit the world's highest peak. This, however, is easier said than done. Their nations have been embroiled in a brutal war for years; each believes they are on the right side of that war and each knows that on Everest the cooperation of your teammate is a matter of life and death. It was truly a unique story - Palestinian and Israeli men trying to overcome their cultural and personal differences to stand together on the summit of the tallest mountain on Earth - what could be more poignant, symbolic, and representative of the struggle for peace?" the director asks.

Dudu Yifrah's gesture of peace and friendship when he raised the sewn together Israeli-Palestinian flag on the summit of Everest and dedicated his climb to his new-found brother and climbing partner, Ali Bushnaq, was "a magical moment, perhaps the greatest moment" of Trumbull's life.

Even filming at altitudes of over 8,800 meters (28,870 feet) is in itself an extraordinary achievement.

"Brad Clement was our main cameraman on the mountain. Brad is an Everest veteran, a professional climber, and a great cameraman; we were lucky to have him. We also equipped several of the climbers and one of the Sherpas with small, handheld cameras. I filmed part of the documentary as well. If you include all the Sherpas and kitchen crew, we had a team of over 20 people on the expedition."

The documentary is narrated by British movie star Orlando Bloom. Trumbull was adamant he wanted Bloom and no one else for his project.

"I had decided that I really wanted him to narrate my film for I love his voice - it is very powerful and commanding and so I was determined to somehow make it happen," he says. "I tracked down and found his agent's contact information and then I sent her an email. I wasn't sure if she was going respond at all."

Unfortunately, Bloom was filming the third in the Pirates of the Caribbean series at the time. But Trumbull did not give up.

"I believe that Orlando was always very much into narrating the film, but it was just a matter of his schedule and so after a lot of backs and forths with his agent, and excitement and patience on my part, they agreed to make it happen and to fit it into his schedule whenever he could. All in all, it took about a year to make it happen, but it was definitely worth the wait. I met and directed him in a studio in Hollywood. Orlando was a wonderful guy, completely genuine and incredibly nice, and his voice was perfect for the film. I could not be happier. I feel extremely fortunate and blessed that it all came together."

Two years on from their historical climb, the friendship of Dudu, Micha and Ali is still very much alive.

"Just a few months after the Everest climb happened, they got together once again to rock climb in Jordan. They now have met in Jordan three times and they hope to continue to meet at least once a year to climb, but it is difficult because they live in different countries. Ali lives in the United Arab Emirates, and as you know, it is hard for people in certain Arab countries to communicate with people in Israel via the telephone. During the climb they grew close and now they consider themselves life-long friends, and they do have plans to climb other big mountains together in the near future."

Based on his experiences with the three climbers, Trumbull is staunchly optimistic about the prospects of peace in the Middle East.

"I hope that what we have accomplished can inspire others to work towards and achieve similar actions of peace and that there is a ripple affect of inspired and motivated people," he says.

"I think the world could use more of that these days. I believe in what Barack Obama says in that change and transformation start from the bottom up - beginning with the people. Politicians always have their reasons not to do something or to create more war and more division. It is up to normal citizens to build bridges with 'the other side' and to find ways to bring about healing and reconciliation.

"Obviously, it is not a simple thing to do but if I, a Buddhist from America, can get Israelis and a Palestinian to climb Mount Everest for peace, then, truly, anything is possible."

The government said it will grant permission to aspirant Nepalis jobseekers to work in Israel.

The government said it will grant permission to aspirant Nepalis jobseekers to work in Israel.

The government move has come after Israel resumed issuance of fresh working visas to the Nepalis workers to work there. The country has stopped issuing working visas for Nepalis for the last 15 months.

The (MoLTM) Monday instructed to resume issuance of permission after the Israeli embassy started giving visas to Nepalis in the last few days.

“We have directed the Department of Labor and Employment Promotion (DoLEP) to grant permissions to the aspirant job seekers to work in Israel after the Israeli embassy in Kathmandu informed the Ministry of Labor and Transport Management (MoLTM) on July 25 about the resumption of visa issuance to Nepali job seekers,” said a senior official at MoLTM.

Keshar Bahadur Baniya, director general of DoLEP, said the process of issuing fresh permits to Nepalis vying to work in Israel would be resumed immediately, reported Kantipur.

Moreover, MoLTM has already forwarded to the Embassy, a list of job aspirants who were previously issued permission and were queuing up for jobs when it stopped issuing visas.

692 workers had made final preparations to leave for Israel last year when it suddenly stopped issuing working visas to Nepalis.

The Israeli embassy ceased to entertain applications for working visas from the second week of May 2007, citing its government’s new policy that made it mandatory to all the source countries to set up diplomatic missions or appoint labor attachés in Israel.

Subsequent to the decision, Nepal set up a mission and appointed a labor attaché in Tel Aviv last year, paving the way for employment in Israel -- the most popular destination for Nepali women workers.

Israel had also asked Nepal to sign a special agreement with the International Organization of Migration (IOM) to deal with Nepali workers in Israel. Nepal fulfilled this condition last year.

Of late, Israel has also put forth a condition to involve IOM in the recruiting process. More than two dozen foreign employment agencies are involved in sending workers to Israel, which has already absorbed more than 12,000 workers so far.

Jerusalem

FOREIGN MINISTER LIVNI: Good morning, everybody. I would like to welcome Secretary Rice to the region, to Jerusalem. We are going to discuss today, of course, regional issues, but especially the Israeli-Palestinian peace talks. We are going to have a trilateral meeting today with my co-partner, with Abu Ala and the Palestinian team, according to Annapolis, in order to continue and to find a way to reach an agreement between Israel and the Palestinians. Even in these hectic days, we continue to negotiate. There are meetings between Abu Ala and myself, there are meetings between different teams on different issues, and we are going to continue to do so. Thank you.

SECRETARY RICE: Thank you very much. I have very little to add to that. I look forward to our discussions. The trilaterals are always helpful, to give me a better sense of how the parties are proceeding, and to see if there is anything more that the United States, or in fact, the international community can do to help the parties reach their objective. And so, I look forward to our discussions.

Q: The organization Peace Now reported today that Israeli settlement activity has nearly doubled in the past year. Foreign Minister Livni, how do you reconcile that with your stated goal of trying to reach a peace agreement?
And, Secretary Rice, what effect does this have? Does this harm or undermine the process?

FOREIGN MINISTER LIVNI: The peace process is not and should not be affected by any kind of settlement activities. At the end of the day, we are talking about the future borders of the Palestinian state. For more than 40 years we have been talking more or less about the same settlement blocs, and this is part of the negotiations. I understand that this sometimes does affect different parts of Palestinian society. But at the end of the day, as I suggested also to my co-partners on the Palestinian side, the role of leaders is to try and find a way to live in peace in the future, and not to let any kind of "noise" that relate to the situation on the ground to enter the negotiating room. It could also have been easier also for me to use some excuses, and to say that certain events affect my ability to negotiate. But I decided not to do so, even in harder days of terror. So I would like to suggest my co-partners not to use it as an excuse. I know that they are not using it as an excuse, but I understand the frustration sometimes.

At the end of the day, the Israeli government policy is not to expand settlements, it is not to build new settlements, not to confiscate land from Palestinians. And, according to my knowledge, settlement activities have been reduced in the most dramatic way, especially in areas which are on the other side of the security fence. There were some small activities that are not going to influence the future borders of the Palestinian state.

SECRETARY RICE: Well, let me start there, which is that it's the position of the United States that the parties should not take steps that somehow would prejudice the final status outcome. And, in fact, the borders of the Palestinian state and Israel will be determined by agreement.

I think it's no secret, and I've said it to my Israeli counterparts, that I don't think the settlement activity is helpful to the process, that in fact, what we need now are steps that enhance confidence between the parties. And anything that undermines confidence between the parties ought to be avoided. So, we will continue to press ahead to get agreement, so that we know what is in Israel and what is in Palestine. That is ultimately the goal. But certainly the activity is not helpful.

Q: Madame Secretary, we are hearing that the gaps between the two sides, Israeli and Palestinian, are still wide. Do you see that, by the end of the year, some kind of agreement can be reached?

SECRETARY RICE: I will start on the question of the gaps between the sides. First of all, I am very heartened by the fact that the negotiations are serious, and they are intensive. And, in fact, I believe that the parties have succeeded in moving their understandings of what needs to be achieved. And, indeed, they’re positioned somewhat closer together over this period of time. We are certainly not anywhere near the point that we were a year ago, when we didn't even have an active process for the addressing of gaps.

It's not surprising to anybody that there are still difficult issues to come to agreement on, that there are still gaps. After all, this is a conflict that goes back at least 40 years, if not much longer than that. And so, the ability to resolve this and to get it done, there have been many attempts. But I have to say that I think they are making a very serious attempt. And part of the reason that I am here is to help to point out places where those - not from an American point of view, but from listening to the parties - on where I hear points of convergence. And I think it has been useful for the parties to hear that.

FOREIGN MINISTER LIVNI: I would like to add something on this, if I might. We need to remember, Secretary Rice referred to the conflict, which is more than 40 years old. But we need to also remind ourselves where we stood only a year ago, when we faced terror attacks, when the situation in the Gaza Strip led to a kind of an understanding that there was no hope for peace.

We launched the Annapolis process. There is now a dialogue between Israel and diplomatic leaders on the Palestinian side. There is hope for peace, which can represent the interests of both sides. This is no less important. I think that sometimes there is a need to remind ourselves that we changed the atmosphere, the situation on the ground.

SECRETARY RICE: Of course, the goals of Annapolis remain. And we are working on a process, and that is the important point.

MASHAV signs MoU with Agricultural Development Bank Ltd. (ADBL) of Nepal to enhance cooperation

The Centre for International Cooperation (MASHAV) of the Ministry of Foreign Affairs of Israel and the Agricultural Development Bank Ltd. (ADBL) of Nepal signed today (20.08.2008) a Memorandum of Understanding (MoU) for three years to enhance cooperation between the two organizations.

The agreement to this effect was signed by H.E. Mr. Dan Stav, Ambassador of Israel to Nepal and Mr. Yogeswor Pant, General Manager of ADBL on behalf of MASHAV and ADBL, respectively.

The MoU between MASHAV and ADBL aims at providing a basis for cooperation to enhance institutional efficiency and human resource development in order to render banking services to rural sector. “Providing banking services to rural people and entrepreneurs will ensure the financial viability and sustainability of ADBL in reducing the incidence of poverty of the country,” reads a joint press release issued by MASHAV, the Embassy of Israel and ADBL.

MASHAV and ADBL believe that the cooperation between the two organizations will support rural and agricultural development.

Speaking at the MoU signing ceremony, Israeli Ambassador Stav expressed the hope that Nepal would benefit from the cooperation program in terms of capacity building, human resources development, knowledge, and technology transfer.

He said that the promotion of the agricultural sector was crucial for the economic growth of Nepal.

“We are ready to share our knowledge and experience with Nepal. I hope that the cooperation program with the technical assistance will be proved to be fruitful in the coming three years to expedite the agricultural sector,” he said.

Appreciating the continued support of Israel to Nepal, ADBL’s General Manager Pant said that the mutual cooperation between the two organizations would be helpful in enhancing human resources development and strengthen institutional efficiency of ADBL.

He said that the MoU would facilitate Nepalese entrepreneurs and farmers with the technology and knowledge of Israel. He stressed the need for imparting training for the ADBL staff members in areas of marketing, production, commercialization and technology transfer in the agricultural sector would be beneficial.

He further said that all regional areas of Nepal were rich because of diverse products, including tea, coffee, floriculture and other commodities. But the potential has not been tapped effectively due to lack of marketing and production strategies. He believed that the future cooperation agreement in irrigation, farming, marketing strategy would support rural and urban agricultural development.

Nepal being one of the closest friends of Israel has been the recipient of MASHAV’s various training programs. Since the establishment of diplomatic relations between Nepal and Israel, MASHAV has been cooperating with the government of Nepal, NGOs and INGOs in Nepal in human resource development and sharing technological know-how in various fields and has trained over 1300 Nepalese professionals in Israel and conducted several dozens of on-the-spot courses in Nepal.

Since its establishment in 1968, the Agricultural Development Bank Limited of Nepal (ADBL) has been playing an instrumental role in reducing rural poverty through its various people centered programs. The ADBL has been committed to deliver banking and financial services capitalizing on its extensive network with particular reference to the development of the rural economy of Nepal.

In recent years, the ADBL and MASHAV have jointly conducted several on-the-spot training programs in Nepal and study visits and tailor made programs for the executives and staff of ADBL in Israel. After this MoU, ADBL plans to include its clients/farmers/entrepreneurs in the training and study visit programs in Israel to strengthen their capability and also replicate the technology in Nepal with some modification.
